The Digital India Land Records Modernization Programme (DILRMP) was launched in 2008 by the Government of India with the purpose to digitize and modernize land records and to usher in a system of updated land records, automated and automatic mutation, integration between textual and spatial records, inter-connectivity between revenue and registration, to replace the present deeds registration and presumptive title system with that of conclusive titling with title guarantee.
Components of DILRMP:
- Computerization of land records.
- Survey/re-survey.
- Computerization of registration.
- Modern records room/land records management centres.
- Training & capacity building.
Benefits of DILRMP:
- Real-time land ownership records will be available to the citizens.
- Free accessibility to records will reduce interface between the citizen and the Govt. functionary.
- The single-window service will save the citizens time and effort in obtaining Record of Rights (RoR).
- Computerization will reduce the scope of fraudulent property deals.
- It will permit e-linkages to credit facilities.
The implementation of the Digital India Land Records Modernization Programme (DILRMP) in the state has been taken up for 9 (nine) districts of Nagaland namely Tuensang, Mon, Zunheboto, Mokokchung, Phek, Dimapur, Peren, Kohima and Wokha till date.
- The first phase of survey works i.e. setting up of Networking Ground Control Points (GCP) have been completed for all the nine Districts. The physical verification and detail survey of rural areas for mapping and preparation of Records of Rights(ROR) of 586 villages have been completed.
- The digitization, computerization and integration of maps with records (RoR) for the completed villages are in progress.
- The physical verification and detail survey of rural areas for mapping and preparation of Records of Rights(ROR) for Kohima and Wokha Districts will be taken up in the coming survey season.
